A number, a date, and a decision. Example shape:
"fewer than five of twenty qualified conversations confirm the problem by <date>".

Match the measure to the claim. A booked call or a reply to outreach shows
willingness to discuss the problem, not willingness to pay. To test willingness
to pay, offer a paid pilot and count the paid acceptances. Record only results
you observed.
